What is a good effective rate for restaurant card processing?

The short answer
There is no single good number, because your effective rate depends on card mix: debit is far cheaper than premium rewards credit, and card-present is cheaper than keyed. The useful test is against the floor: Visa's 2026 restaurant interchange is 2.10% to 2.60% for card-present credit and 0.05% + $0.21 for regulated debit. Everything above that is processor margin and network fees.
